Looks like a local eatery for the people working in the area. As a visitor, I was for a place to eat which was fast and had variety. This answered both. Flying Dragon roll, very tasty with a variety of toppings. Soup was also tasty, gumball is my recommendation. Try it, if you can tolerate it.
While this looks like your typical DC sandwich counter for stressed out cubicle eaters, the little Korean ladies that run it can make great Bi Bim Bap and other Korean specialties and there is usually something on special. Eat that and leave the turkey subs behind. Ordering can be a bit confusing though, as there are menus (often different) all over the place because they sell everything from salads to specialty coffee, ice cream, soups, fried food, subs, etc.
So easy to overlook, Cafe Grande is non-descript as can be. But if you step inside, check out their menu of sandwiches. The Chicken Pho sandwich is out of this world. For a quick bite, there is nothing better in the neighborhood.
